Obviously not biased towards Falco
In my opinion (and many other's), if Falco had a good recovery, he'd be the best character.

Fox has better movement falco has better moves.
In the ditto it's fairly even. They both don't have bad matchups. Fox wins a lot of matchups harder than falco.
So Fox is technically the better character. Either one is insanely good though.
