I tend to stray away from this move in general outside of recovery as I can't deal with the "luck" it brings with it. This comes from mainly when I try to use it to attack someone who just used a projectile, but while I can always guarantee it will hit something like links boomerang and bow there are other moves like Mario's fireball and ZZS's Paralyzer that cause me to bounce off the projectile instead of pass through and moves such as links bombs that sometimes just knock me out of my flight. Is there anyone that knows if there is a timing to the move or what exactly is going on? I just decided to talk of this now so I don't have any footage to show. Thank and sorry if this doesn't seem very clear.

Flare blitz is great in an advantaged state. If you're looking to hit this move more reliably try using it to chase techs or when the opponent is trying to getup roll. It's good if your foe is getting to trigger happy with projectiles, but sometimes it's hard not to make it real obvious. Its easier to intercept projectiles if you jump and fall then use it, especially if they're charging a projectile or committing to projectile with lots of lag that fb can eat (sheiks needles.) If you want a guaranteed hit, use it if your enemy is recovering onto the stage, and to a lesser extent, if they've used their double jump. It's good to keep the move fresh. I feel like the first time you use it it's almost as powerful as a smash attack, but then the knock back heavily declines, or at least it feels like it. Generally when your opponent is at low percent, its not really worth it since you damage yourself as well.
Sometimes you just gotta say yolo and go for it. Try using it offstage for an extremely early kill (we're talking like 30-40 or even less.) If you're on the stage and you're trying to hit someone who's off towards the side blast zone, be at least two steps away from the ledge before using it so you won't kill yourself instead. Another offstage use is to jump if the opponent is recovering low, flare blitz back towards the stage but just barely below the ledge so you won't snap to it. If all goes well it will hit them mid recovery and stage spike them. It is VERY satisfying.
As many have said before, don't over use it, but don't neglect your instincts either. At times you'll just feel it in your bones and active flare blitz and surprise yourself when it connects. Gotta make risks with Charizard, it pays off.

I've gotten quite consistent at tech chasing with Flare Blitz, and sometimes I'll use it to punish a whiffed attack that has a lot of end-lag.

Use it against dumb opponents who commit to laggy options like Marth Fsmash when you are recovering from the ledge.

Just be very careful using it when the opponent isn't in end lag or trying to recover or something, because it it stupid easy to just shield it.

IMO one of the coolest ways to use Flare Blitz is to use it directly after an up-throw. The best chance to connect at around 55-70%, varying by character. If you're somehow really close to the edge (Smashville's moving platform comes to mind) there's possibility for a kill, but otherwise it's just really flashy. Not very practical but satisfying as hell.

Not guaranteed but use it sparingly and it might surprise your opponent.

Bthrow at 0% and right into FB might also make people go "Really?" As they eat the blitz.

Another tactic if you use Flare Blitz like never in a match is baiting a air dodge when they are off stage and going for a ballsy Flare Blitz that is a do or die situation. If it lands the opponent dies. If it misses you keep going and crash into the Blast Zone to the same effect of a High Jump Kick.

One time I knocked my friend off-stage and decided to be cool, so I jumped off past him, then flare-blitzed back to the stage, hitting him and stage spiking him into next week. 'Twas glorious.

I usually save my Flare Blitz until around 110% and up to secure a kill. I wait until then, because Charizards down throw kills around that percent as well which gives me another kill option to pressure them with. You have to set up for Flare Blitz. I usually use it if I ever get my opponent into a juggle. If I find that they air dodge to avoid a possible aerial follow up I just Flare Blitz if they get close to the ground. It's avoidable but if you make it seem like you're going for an aerial you can unexpectedly hit them with a Flare Blitz after they air dodge just before they hit the ground and secure a kill if your close to the edge. I don't ever use Flare Blitz and hope that luck gets me the hit that I need. I also use the other tips that are already posted above me :D

I main Charizard too, but I'm honestly not that great with him yet. I'm still trying to learn. I just gained an interest in the competitive scene last month so I don't think I'm good at all lol. I've been practicing a lot though and to my understanding you need to be able to read and/or pressure your opponent for him to shine. Which is what Flare Blitz needs in my opinion, because it is really easy to punish Flare Blitz if it's shielded or if they air dodge and you fly off of the stage.

A video I just made might make using FB a little easier to use on stages like battlefield if you miss a punish opportunity and your opponent shields on reaction. Basically you can use the low platforms to speed up your recovery and actually makes FB pretty safe to use (you can still be punished, but it makes it a lot harder for your opponent to do it).
It won't let me link it to this post since I am new here but if you are curious about it, you can youtube it be searching "SSB4: how to make Charizard's Flare Blitz safe on block (sort of)".

That was discovered by Technical Chase on the first few days after release. It's situational but at least it may safe you sometimes.
