No matter how many side-quests, extra dungeons, or additional content the developer adds to a game, the developer-made game must end at some point. After the official game ends, a lot of people start to think about designing their own levels to the game and have a good idea for a quest plot or play someone else's idea of what a good level or campaign would be like. Many games throughout the years have been modded to bring people's adventures to life (Minecraft most notably, but there are also others like Freelancer and Morrowind), but I'd like to highlight the best toolsets provided by developers in order to prevent the adventure from drawing to a close and handing the game over to the community so they can give it new life.
Aurora Toolset:
This level creator gives you all of the game resources to work with (music, models, sound effects, tilesets, objects, and the such), allows you to create and import your own resources, allows you to create your own environments, and enables you to make enemies with differing and specific stats, NPCs with different text and choices, control NPC movement, and basically gives you free reign over everything that you would need (or want) to create a level. It gives you full control over everything that you could want in the game and with dedication, you can do nearly anything.
This is the toolset that the developers used to make all of their levels, so you can directly add code if you want to make new weapons, armor, or items, and you can basically do anything you want if you put the time into it. The only problem is that it's a bit much if you are just starting out, but it's worth it if you're looking for a solid toolset to make an elaborate adventure. If you want to look more into how it works, the software looks a little outdated from modern-day standards but MrHansonVideos made a cool video series on a tutorial of the toolset:
