You can catch wild Gengar if you have Ruby/Sapphire/Emerald/FireRed/LeafGreen inserted into the dual slot. Then go to the Old Chateau and go upstairs to the room with the "eyes." Run around and you should eventually encounter a wild gengar...no higher than lv.20...
