I'm struggling on neutral and approach. The guy I play against most is a Pit main, so he spams arrows, and I slowly approach. When I get into mid range, he shields, if I SH+Nair, he shield-grabs, if I approach for a grab, he beats me out with a jab-combo. There doesn't seem to be an advantageous way to approach. In general, am I just holding out and waiting for mistakes to punish?

What teluoborg said is definitely true. You need to vary your approaches.

It's also important to bait attacks. He probably falls into predictable responses to your predictable attacks, seeing as you are able to notice how he responds to all your approaches. Try running up to shield to bait a jab combo, and then go in for a grab or dash attack to punish the endlag. As for dealing with projectiles, try walking and shielding/spotdodging, or simply taking a different route (i.e. platforms).
