Depends a lot on the matchup. PS and FD are good because it gives Falco a lot of room to laser, but you generally don't want to be going FD against a Marth. FoD, YS, and BF are all good because of the platforms that allow Falco to combo, YS also has a really small blastzone, which evens up the recovery game since Falco's isn't very good. It also comes down to what you feel comfortable playing, DL can work well because it's quite a large stage and works well for lasers, but I personally don't like it because of the large blastzone, and the platform heights.

RussellTLM is right in saying it depends on the match-up but here are my thoughts:

Yoshi's Story: Good. Falco combos well on the platforms and the small blast zones work in his favor - f-smash off the side, shine or firebird off the top, etc. Intuitively this stage is better for Marth but imo if you're good at comboing you'll wreck each other equally hard on this stage.

Fountain of Dreams: Depends entirely if you're good at controlling the moving platforms. If you can, then this is a good Falco stage because of your crazy combos. Otherwise they'll just get in the way.

Pokemon Stadium: Good. Lots of room to laser and the platforms on the original stage are nice. Not a fan of the transformations though..except for maybe the playground. Avoid against Fox because he hugely benefits from the low ceiling but this is good for fighting Sheik.

Battlefield: Good. Again, the platforms. Battlefield is probably the least bias stage for anyone. The ledges make it hard to recover though.

Final Destination: Good. You can laser camp. Avoid against chain grabbers like Marth or even Peach (who can also float above lasers).

Dream Land 64: Good. You have a lot of space to control with lasers and combos. It also works well against Marth and Fox. Avoid against Peach and Jigglypuff who live forever.

I think that it really depends on a combination of your style of playing (are you a laser camper or an overly aggressive Mango-like player?) as well as the matchup.

If you like to camp lasers then larger and more open stages are better like DL and FD. If you like to be more aggressive with you spacing then a closer stage is more fitting like YS or BF.

And as for matchups, you should learn to beat all characters on all stages ideally, but be aware of the inherent advantages that some characters have on stages, such as Marth's likeliness to juggle you on FD.

I personally choose stage depending on match up. And a little bit of mood.

Jiggz? BF, YS, or PS.

Marth? BF

Fox? Any stage

Sheik? BF

etc

Spaceys tend to not have bad stages so you're usually off best going for whatever stage your opponents character doesn't perform. I do however feel Falco doesn't like Dreamland and fd as much. (fd against sheik I'd still go for cause sheik does not perform well on fd but outside of that I don't reccommend it.)

I feel Dreamland is big enough for his opponents to not get forced to play at the falcos pace since laser and combo are fairly avoidable there and he can't really move around fast like say fox. Fd I feel is bad for falco cause his combo game is already stellar so he doesn't benefit from the easier combos, I'd even say his combo game is worse there cause he can't really pillar without platforms. He also feels really linear there cause of the majority of his good approaches coming from above or below where fd forces you to come from the sides where he doesn't really have too many options. (not to mention the spacey chain grabs)
