IDK if this is new or not but one day (like 3 weeks ago) me and Jesse were playin' some Brawl and I effed him up big time with this.

It requires you to get a character flat on their back/face after freefalling from a hard enough attack and not recovering or anything. Then as soon as they land hit them with your laser and they cannot attack.

Gonna call it the Zap Tap.

It's called laser locking.

There should be a n old vid on youtube if you search laser lock.
