Failing grapple

I've found on occasion, where it looks like I should be able to grab onto the edge with the grapple, it just doesn't. I may be able to screw attack to the ledge afterwards, but I've had people abuse the down time to get a quick edgehog in.

In Melee it failed when I was too close, but I don't quite think that what is going on here.

Anyone have any ideas as to why, or what I could be doing wrong?
