I am having a hard time figuring out when i should be using each of these attacks. I use marths F air as my key focus of the offensive but should i be using it at low percentages as well? (0-20%) also, should i just be using the u tilt as a koer or as a juggle/combo move as well? Sometimes i also see people use his neutral A as an edgeguard move...when is this move useful? i use it mainly to deflect projectiles...
final thing-his d tilt for edgeguard?? i see it sometimes.

If an opponent fails a tech on a platform stage, and the platform is right above you, it's utilt time.

Uthrow onto said types of platforms will help out with utilt juggling. Utilt + platform is one good reason why Marth is so strong around platforms, at least how I see it. I might be wrong, but I'd doubt it.

Jab is supposedly a good attack to interrupt enemy approaches, from what some people have been telling me. I usually prefer ftilt if I need a quick attack to swat the enemy away(or utilt, but ftilt has more forward range), but all of Marth's tilts are pretty laggy on end except dtilt, so if you whiff you might get punished - though not as bad if you whiffed any of his smashes.

(dtilt works too, but I use it more for some shield pressure, cheap shots at opponent's ankles if they're still blocking, or edgeguarding)

I normally just see jab being used most often to interrupt spacies forward+B.

Another note, a nontipped usmash can lead to a utilt at lower percents. The hitbox for the nontipped usmash is somewhat odd too from what I've experienced, but I'm not saying to rely on it. Just something to keep in mind.

u-tilt is also great after up throwing someone. It's doesn't work well on some characters but others like fox, falco, and CF get screwed by it.

I use d-tilt for a wtf situation when my opponent would be expecting something completely different. Plus the IASA effect on the d-tilt opens up a lot of possibilities. like d-tilt, neutral a(if they shielded), grab to up throw to u-tilt to over-head tipper fsmash. something like that.

as Eltrotaw said, neutral a is mostly used to stop fox and falco's forward b and sometimes up b. but, it can mess up the person playing you if you throw a neutral a into a few combos. you can stop an advance with it or interrupt any kind of aerial just about if its coming from your front. but i just use it for the same reason i use d-tilt. I've gotten a few of my friends to say "Who does that?!" when it happens, too. (could be good or bad...lol)

I have found this useful against space animals.

Sometimes it sets up great for a tippered F-Smash, too. But I wouldn't really advise doing it at all.
U-tilt is better for most situations. Utilts are win on most floaties, espeically people who are weak in the air. Can also be linked with dash attacks (for example, fox and falco at low/mid percents) then linked into an Fsmash.

Neutral A can be used to stop Fox/Falco illusion (as their hitbox is technically BEHIND them, so any move will stop it cold) and block certain projectiles (if you don't want to use fair :p)

And Dtilt is amazing. It pretty a safe attack due to its IASA frames, can be used for edgeguarding and I use it in place of the dash attack rather a lot :p
