Extended Dimensional Cape?

In the MK ban poll, they mention a recently discovered "Extended Dimensional Cape" that doesn't use the c-stick and can take MK across FD. I can't find anything about this using search. Anyone know how to do it?

The just the infinate dimentional cape, except you don't stay in it for 3 days while your fingers bleed, just 3 seconds while you travel the wanted distance.
