*sigh* This is the bad thing about smash 4. Too many characters with super armor.
How is this a bad thing? its one of the few offensive things that Smash 4 brings to the table that the other games lack. everyone complains that rolling is too safe, and that shields are too big in this game, but here is a great way to hit your opponent mid-attack without having to worry about being out-prioritized. These moves are especially effective when your opponent is charging a smash attack, #1 because its the easiest time to get these moves in since your opponent is wide open and expecting you to get hit if you approach directly, and #2 because if you hit them while charging it the move dose extra damage. I think these are cool features that bring balance to an otherwise more defensive smash game.

don't Mario and Luigi have armour on their up smash?

and Mega Man with his up tilt?

I'm sure a lot more attacks are missing

No, that's intangibility, not armour. Mario and Luigi have their heads intangible during their Up Smashes, while Mega Man's entire body is intangible for a significant portion of Mega Upper. Armour has the character still be hit and take damage, but not flinch. Intangibility causes attacks to pass right through a character harmlessly, as if they're simply not there to be hit in the first place.

Dunno. I think the Smash 4 Frame Data thread in the Competitive section has some information about partial intangibility during specific attacks. They don't have data for things like ledge-climbing or getting up from prone yet, though. Apparently that data is stored somewhere weird in the game and they haven't found/decoded it yet.

For reference, intangibility is the same effect that's present on rolls, sidestep dodges, air dodges, for a split instant as characters start a counter (unless they're Peach, IIRC her counter doesn't have it) and while a character is activating their Final Smash.
