Error When Starting Netplay: Failed to listen, is another instance of netplay running?

Hey guys

So I got a new computer back in august in celebration of going to university. Since getting that computer i correctly installed Dolphin and Project M Netplay using the SD method. I've made sure to triple check all my settings are correct and yet when I go to Host "PMNetplay.elf", I receive the error message "Failed to listen. Is another instance of the Netplay Server running?". I have tried allowing Dolphin.exe through my firewall yet it did not fix it. I also used a site to check ports 2626 and 6262 and it said they are both closed. I play using a ps4 controller for which I have a program called inputmapper, I'm pretty sure it doesn't use any of the ports since it worked on my last computer. Besides that I have nothing open that could occupy the ports. I've googled the problem and there are about 6 or 7 pages where people ask for help but their posts usually go unanswered.

PLEASE I'VE BEEN HAVING THIS PROBLEM FOR MONTHS!!
but if anyone could help, even in the slightest, it would mean a great deal.

Try turning off panic handlers. but i suspect its something to do with you having multiple dolphins open at the same time, or trying to connect more than one time. Try click ctrl+alt+esc and going to details and seeing if theres more than 1 dolphin process running. You also have a wii nand root, which is odd, try removing that (DONT DELETE IT, JUST REMOVE IT FROM THE PATH) and see if that'll change anything. Hope i helped.
