Request Emulate tecklockout for CPUs

Hey, it's rough to properly practice punish game (techchase esp) vs CPUs because they somehow don't undergo tech lockout for some reasons...
Would some gecko code be able to instaure this in anyway? It's a shame 20XX/UP CPUs don't follow the same rules as humans
