Effectivley Make Link Counter

I want to replace links SpecialLw(down B) with his Final Start as the set up for the counter.I want the the part where he counters to be from frames 40 to 60 of his Final Start animation. For the Counter Attack I want to put his AttackS4S(first hit of forward smash) What would I have to do exactly. I have already made a new forward smash so it wont be repetative and I have the second part of the original F-Smash as a dash attack.
Any tips, guides, suggestions, ideas?

I believe Counter moves are hard-coded into the respective characters like how Link and Toon Link's Dairs bounce off characters is hard-coded into them. Might not be possible to create a Counter move on a character that doesn't have it.

Someone correct me if I'm wrong.
