Editing SFX: Changing Voices Only

I downloaded a few Melee character SFX for Project M but to my surprise, these require replacing fighter files since they have specific SFX for character specials.

What I would like to do is make it so character voices are changed to their Melee counterparts while retaining their Brawl moves' SFX. So for example, I would only like Melee Fox's voice for Fox but have the SFX for all of his moves from Brawl.

How would I go about this and what programs will I need?
