Editing Project+/Project M balance and gameplay

Hey everyone. I created this smashboards account just to ask this question. I want to edit the balance of the game such as adjusting knockback angles, character attributes, and stuff like that for personal use/fun. I could not find any information on this, all modding stuff I found was related to cosmetics.

I currently use P+ but if I need to I can switch to PM 3.6 if I need to for some reason.

Any help would be appreciated.
