Dynamic Air Dodge Question

Right now I'm in the process of adding a lucas clone to my PM+EX build. I'm using brawl lucas as a base and I would like to know how to change his brawl air dodge to the one present in PM.

Thank you in advance.

Edit: If it would be easier, an explanation on how to give PM Lucas Pk fire and Pk freeze would also be helpful.
