Link: Prabably 80 or 90 if you tip it.

Shiek: 70 or 80 if you tip it.

I usually kill them at around 120% on a Link. I prefer Tilt Up+A ^_^

Yes, it kills at under 100% in most cases. It's pretty situational to use though, I usually use it to tech chase with because it covers both sides of marth.

But yeah, the answer has been pretty much answered. If you are really curious as to the exact percent at which it can kill, why don't you try it out for yourself?
