Dsmash and Fsmash out of shield?

Someone mentioned this is now possible. I have no idea and I wanna know: Is this possible?

How broken will this be? Pikachu can already just CC into dsmash and cheap you to death. With this, he can just shield everything into dsmash instead (because of the added shieldhitstun).
