I heard this somewhere that because you can hook ssbb to the internet, People will start creating characters that are not in the game. They will be crap but what do you think about this downloading characters and maybe stages, objects etc?

There'd have to be some serious hacking going on to put a new character in the game's data. And creating an entirely new character takes more time, effort and resources than anyone who'd want to hack the game would have. Anyway, I wouldn't try downloading something off the internet onto my Wii unless it was approved by Nintendo first.

I really dont see that happening, first cause make a character is complicated, making the entire moveset, also for items, programing how they react, and if by any means that was possible, well, they'd be like premade characters, like where you could choose what kind of attack they'll have for each move, still that would be unfair cause you could create like a guy with knee, shine, marth's f-smash, so yeah, i really dont think that would happen, i dont know where you heard this, but its probably not true.
