Downloading Roms illegal

So I was trying to download LOZ Oot I read on this site that you have to own the original game before you could download a ROM. It said if you have downloaded it you are breaking the law. IS THIS TRUE.

it's technically illegal to own a rom of any game (or backup of any software) if you don't make the rom/backup yourself directly from a legit copy you own and keep it around only for backup purposes; too bad
