How the heck do you play netplay on this new version, I cant find anything helpful :/

I'm pretty sure you have to have a specific build for netplay that was in the thread for it. All I can say is that there should be an AR code for melee called Global Netplay Settings or something like that that you have to turn on. It should be at the very top. If not, then you probably have the wrong build.

Yeah there are certain builds with certain codes and software etc.

You can Netplay on the new dolphin builds by going to tools->start Netplay.
The only issue with this is you have to port forward to host (no 8 character codes to join) and your opponent must have the same dolphin build as you.
If you just play with friends the new builds are a ton better and I highly recommend using them but as of now the community standard is 4.0-652 until UDP Netplay (the 8 character join codes) are added to the master branch.
