Pretty simple. Does your region allow all omega stages? Should they be?

What's the other story about Miiverse? Is it relevantly different from Battlefield?I had to check to make sure I actually updated the rules to reflect this, but yes, and more importantly I don't see why this shouldn't be the case globally for any reason other than rights to music for streaming. Miiverse is another story though.
You can't play on Miiverse if a 3DS is connected to the Wii U. I think the two stages are functionally similar enough to be considered the same way we treat Omegas in regards to FD, but I can't put a rule that says "If Battlefield is not banned Miiverse may be selected alternatively" if certain players simply are unable to play on the stage.I generally support the method of allowing Omegas as an alternate to FD. If it's in round 1, players can basically "gentleman" a specific Omega, otherwise it's loser's choice if it's not banned.

Alternately you could forbid the use of the 3DS.You can't play on Miiverse if a 3DS is connected to the Wii U. I assume the first bit of your post was a joke.Alternately you could forbid the use of the 3DS.
But personally, there's no point in outlawing it just because of that. It seems fairly unlikely that someone would just choose to use a 3DS in order to prevent Miiverse.
It wasn't a joke (I mean, most tournaments do so anyway). But it's not an ideal solution in smaller tournaments.I assume the first bit of your post was a joke.
I'm cool with people agreeing to Miiverse (eg. striking to Battlefield "hey do you mind Miiverse?") but I'm never going to put something in the rules that forces people to play on Miiverse if their opponent wants to do so because it would be inconsistent.
