Does the Up+B move horizontally?

So a couple of times I've done a up+B on the ground near the edge and it spiked a returning opponent. The opponent was not directly on top of me. How large is the up+B whip's horizontal movement? And does anyone notice if it changes due to your momentum? For example, if I run left and do a up+b will the whip kinda sway to the left?

It does not sway due to momentum, but it can go I think about 45 degrees to either side
