Does Marth's 0-99% Ledge Get-up Attack still push people off?

Pushing characters off in general does still work, so nothing should have changed.
By the way, the same would happen if you just walk towards a character slowly until you push him off the ledge. However, the ledge attack has the edgeguarding potential it has because every ledge option besides dropping has a few ledge occupancy frames, meaning another character can't grab the ledge during those ledge occupancy frames. So you push a character off but at the same time he can't grab the ledge yet.

You are correct. The orange boxes are normally refered to as environment collsision boxes (short: ECB), just for the technical vocabulary
