he's never been in any non-spinoff games
and he's never had a big role in any of those games that don't really matter(besides, ddr: mario mix)

Yeah, I noticed that happening recently too.
As for Waluigi, I rather he not appear in Brawl unless as an AT.

Slap his palette on Wario and call it a day.
Waluigi should never be more than a "filler" character in one of the many, many spinoffs.

It's interesting because, I kinda hated Waluigi before, I mean, an Anti-Luigi. Wow, original.
However, I do kind of like him now because I think he does have a villiany look to him. The only problem with him is he has only played as the alleged "cheater" in the sports games. But still can't get over that villain appearance. He reminds me of Dick Muttley.
He needs to find his own niche as a character like Wario has, and branch off and do his own thing, or possibly play as the lead villian in a Mario game. Or maybe a Luigi game.
He's still one of the newbies of Mario Bros., like E. Gadd and Petey Piranha (ugh. [but he DOES look pretty sweet in Brawl.]) and hasn't had much time to shine.
My stance on having him in Brawl as a character: Not against it.
Edit: Ugh, I'm too lazy to fight the filter and just upload the picture to Photobucket. Just check out the picture if you feel like it. He's from Wacky Races.
