Do we have any data about the sour/late hit of Flare Blitz?

After the main attack there is another hitbox as the fire dies out that does low damage(5ish?) that doesn't trigger Charizard taking recoil damage/bouncing, but I don't see anything about it in the frame data. I know it's probably useless info but it's weird to not have anything on it.

That's the launching hitbox. It does low damage but it has all the KB. The first hit doesn't have any KB but deals the damage.

I have had a couple of times where the launching hit didn't happen and I'm trying to figure out why. It happened on Laylat, maybe the tilting had something to do with it?

I have it happen too often. Usually when I hit really deep into the Flare Blitz, near the back of me. I end up taking more damage than they do :/
