Do I NEED homebrew for character textures?

Hi, I was about to go put some character textures on brawl using Gecko OS through stage builder and an SD card, because my sister thinks homebrew has a 99% bricked wii rate. I read on the guide here however that you need homebrew for it to work, but it does not state why you need it and no steps seem to require it. I have read on a few sites that you do not need homebrew if you just want to edit textures, but this seems to be contradicting the guide. If anyone could clear this up for me, please do. Remember, I just want to change character costumes, not change movesets, music, or even stages.

Well, in essence, anything unauthorized you do to your Wii is homebrew (I guess).

You don't need to install the Homebrew Channel, but it simplifies the process.

Well this is the guide I found. If there is anything left out in the "On your Wii" section (I don't want to be forced to use that one texture pack thing), could you let me know?
