Is there any tax on dlc characters because i'm going to buy all of them and want to know if I could with only a $20 eshop card. (I live in Tx btw)

Depends on what state you live in. I live in South Carolina and I notice I don't get tax charged for any of my eShop purchases including DLC. I don't know about Texas but what I would do is check all the info it shows for the stuff you want to purchase like how much you'll be paying before completing your transaction.
