The Wii only actually has 512mb of internal flash memory.
There's simply not enough space to hold data for characters or predesigned stages.
The only reason the stage builder works is because the stage is actually 'built' every time you begin a match. Because of the grid-based system, each custom stage can be saved simply by grid-referencing the different stage elements.
A predesigned stage requires much more complex data, as well as all the textures for the stage to be saved to the Wii system memory.
Don't go getting your hopes up, the Wii isn't capable of these things.
