I'm completely new to the Brawl stage scene so I have a few questions regarding what can and can't be done with stage hazards.

I currently have Brawl Minus's rendition of Spear Pillar in my Project M build but the hazards are proving to be a nuisance (e.g. Palkia in general, portions of the stage being destroyed especially given the lack of cave). What I would like to do is disable these hazards but retain the Pokemon in the background.

Is that possible?

Could I go even further and have the Pokemon appear a few seconds into the match as they normally would but have them frozen in place for the rest of the match?

I think the PMBR managed to freeze Pokemon Stadium 2 so it doesn't transform so is what I mentioned possible? What software/programs will I need?

Where can I find the code to do so? Would I need Ocarina and GCT Editor to do this? I might get rid of the Pokemon altogether and then make the third version a tint of red in reference to Giratina.

Could I make it so the Pokemon are just background characters like the Villagers in Smashville?

This is what I'm kind of looking to do, how would I stop them from producing hazards but still have them in the background.

I'll give this a shot though.

It depends. To my knowledge, using the Level Freezer code is the easiest method, though since everything is frozen, no stage animations will play.

In brief;
If you know a thing or two about stage modding in BrawlBox, you can replace hazard models with "Static" models for certain stages, such as Spear Pillar. In some cases, you can simply edit a stage's MiscData[20] values so that hazards effectively never show up unless your match is an hour long. Another very effective (most effective?) method would be to "port" a stage over another. You can check if somebody has already made a hazard-free version of a stage on the Brawl Vault. (I recall seeing a "Norfair +" stage, among others.)
