To be honest I feel it's a little useful for almost everything, heck it can meteor your opponent for a possible K.O in various situations.
It's really a tool for varying situations. Watch Sethlon play, he really gives some amazing Roy gameplay. In fact here's a video of Mew2king playing Sethlon, it's a hell of a match

My favorite use I've seen for it is attacking immediately out of a dash. Sethlon uses this often to run just out of grab range and turn around with side-b. It has plenty of other uses, though I couldn't tell you specifics. I only just started picking up Roy.
