Jigglypuff is not my main, but here is some information that can help a new and even old jigglypuff brawler.
Jigglypuff's best move is down b. That's obvious, all you have to do is be right on them, which is easy.
To land an easy down b, jump twice, mid air dodge and fast drop on your opponent. If you practice that on level nine computers, you will be able to get good at the down b. Mix it up with different strategies against human opponents so you don't get predictable. Its a heavy hitter but its only a good move to do unless you know for sure you can hit the attack.
Side b is a good starter move but to predictable. Go after a grab off the ledge and small side b attacks and you should rack up the damage if you combine aerials.
short jump mid air dodge and side smash is an easy attack.
These are just decent defense strategies which help put you on the offensive if it comes down to it.
