Dealing with campy bair's

Hey guys. I have a friend who plays fox kind of like jigglypuff ._.

Was wondering how you guys would deal.

He likes to jump at you. then if you react with any attack he will double jump then bair you. Or if you dont react then he will just jump away. It's very annoying. Whats the best way to punish with falco?

Pin him with lasers, bait it, and shine.

Laser him relentlessly

or

when he jumps up shield then shine jump Bair or Dair
