Custom texture not showing up

I replaced the model and textures of Fox with Slippy Toad, and the model and all textures show up fine except for the boots. The boots are labeled and located properly in fitfox08.pac and fitfox08.pcs, and they show up on the model in BrawlBox, but not in game. Any ideas?
