Custom Skins/Moves?

Hello all,
I wanted to know how to make custom skins/movesets. After modding my PM, I thought it would be cool to try to make my own. Is there a tutorial or something that I can use? I've looked around a good amount, and can't find anything.

Alright, I've narrowed down the question. How can change Falcon's Utilt to meteor, like in Sm4sh?
