A thought occurred to me:
With the massive amount of custom moves and palettes in Smash 4, you could potentially create an "official" configuration for derivative characters that weren't actually included as playable fighters.
For instance:
For Dark Samus (the Phazon-based one, not the Aether one), you could set her palette to Dark Samus and set all of her moves to "Custom Move 2" or something. This makes her essentially a different character.
The same goes for Alph. He's already included a an alternate palette, so in theory you could make some of Olimar's custom moves Alph's 'de-facto' moves and you have two different characters, basically.
This is all spit-balling though, what do you guys think?
