Custom Moves and Tournament

Hello everyone!
I've gotten into Smash 4 lately (Christmas), and I've been wondering where custom moves have their spot in tournament and what is allowed and such.

It's still a bit of uncharted territory to be honest. I think most of the community is in favor of customs as the norm as long as extensive testing and research has been performed to decide what is allowed and whatnot.

Personally, I think customs can be a strong tool to breathe life into the weaker part of the cast when used correctly. I'm not in favor of every character getting access to customs though (Sheik, ZSS, pretty much every currently high tier character). Just a regulated system we as a community can agree on .
