Custom characters on Tournaments (sorry if repeated)

I would like to know if, based on the official ruleset, custom MOVES (only moves, not custom stats) are legan on Tournaments

Yes and no.

Yes in the sense that they're perfectly viable moves to be allowed into the metagame.
No in the sense that the general TO community have not allowed them yet due to rough implementation.

Do you mean that it is possible that custom moves could be allowed in the future?

Not only is it possible but it is expected. We'll have to see, though.

The Standard Custom Moveset Project is probably the best way (currently) to make custom movesets easily integrated into the competitive scene. Check it out!
