Smash Journeyman
Smash 4 has been out for a while now and we've seen a lot of different characters used competitively. However, several stand out more than others as the search for the best didn't last long. So let's discuss the current top tiers and characters with potential who are rising up.

Top Tier Threats
Diddy Kong
Even with the banana nerf from Brawl, Diddy received more than enough buffs to compensate. His competitive and online results are phenominal mainly to due to his is amazing Down Throw into Aerial combos which make him devastating from early to mid percent. His Forward and Up smashes are great KO moves and his increased range makes racking up damage and KO'ing opponents even easier. This guy means monkey business and is yet to obtain any nerfs, could even receive a ban if left untouched for too long.
Sheik
Speed is the name of the game, and Sheik is no stranger to it. With improvements to throws and aerials, Sheik feels like his (or her?) old Melee-self, along with a new recovery option, meteor smash and follow-up potential makes this ninja a formidable opponent. Sheik has also seen great competitive results and will surely continue wrecking havoc in Smash 4.
Rosalina
This b*tch, ugh. Ice Climbers were tolerable and lovable, but not Rosalina. I think most have come to hate her as a character for how generally annoying she can be to play against. Nonetheless, her strengths certainly earn her a spot as one of Smash 4's current best characters. Equipped with a unique type of reflector, range, great recovery, strong air game and powerful smashes, the Comet's Observer will send her enemies into black holes again and again until they can take no more.
Lucario
Similar to Diddy Kong, Lucario received many buffs while moving into Smash 4 despite being a high tier character in Brawl. Even with slower smash attacks, a rage and aura induced Lucario is capable of mass destruction. His already devastating air and juggle game is now even better, not to mention his recovery now has a hit-box making him less susceptible to edge-guarding, better at staying alive and able to unleash even more aura. Definitely pick him if you're looking to win some For Glory matches and/or just have some fun, you're playing with the voice of Goku!
Zero Suit Samus
Ah, the love of my life. Metroid's favorite naked bounty hunter returns with a stunning pair of high heels to compliment her new mobility. ZSS received a mix of buffs and nerfs since Brawl but her fancy new moves gave her exactly what she needed to go from great to amazing. Tremendous air mobility and combos and powerful forward smash KO'ing opponents as early as 81% when fully charged has made her a solid pick in Smash 4's scene. Slip into your new orange or blue clothing and whip some butt! ( I know I'd like to ( ͡° ͜ʖ ͡°) )
Rising Potential
Megaman
Admit it, you were flipping out when you saw Megaman revealed. I might be a bit bias on this one since the Blue Bomber is my Smash 4 main, but it wouldn't be without good reason. Megaman essentially replaces Snake as a combatant with a large arsenal of deadly weapons from both long and close range. He possesses 2 great projectiles in the form of his Neutral B and Side B, the former having the ability to be pick up and thrown if aimed at the ground, as well as a unique projectile based Forward Smash. Megaman is great at camping and approaching, and while his grab game isn't the best, you can find multiple ways to obliterate up your opponents, especially with Down Smash. Give Megaman a try, I think more people are staring to play him and can definitely see him rising towards a high tier character.
Pikachu
Pokemon's mascot returns once again. Although receiving nerfs in the KO department, Pikachu's combo game is arguably better in Smash 4, allowing him to rack damage faster than ever. With some tweaks to speed and damage, the Mouse Pokemon is still capable of getting the job done and can go toe-to-toe with many characters. While he might not be able to spike and smash as effectively as he used to, Pikachu holds on as a solid character gaining popularity as time goes on and players adjust.
Villager
Manly Villager > Pink-Haired Poop. I was quite surprised to see Animal Crossing get its own representative and, man does he pack a punch. Villager's playstyle is a mix of risk and reward. He possesses so much KO power with Forward Smash killing as early as 60% fully charged, even on the heaviest of characters, as well as his... wood. His Down Special is great for edge-guarding and, although it can be used against him, is an impressive hit when landed. His air game and recovery is great with the aid of a meteor smash, projectile, juggle potential and balloons! Think twice before messing with this kid, try him for yourself and you'll be surprised at the work he puts in.
