Get a Facebook profile even if it's just a social medium for interacting with the SoCal Melee community; the best Melee players in the West LA/Culver City area don't mingle much on here if at all. As for me, I'm probably the only one who does go on here, but I haven't enough time to regularly set up events anymore in this area because I'm too busy with school among other things.
In terms of Smash 64, SSB64 players are extremely underground here and are sparsely located. I don't even know where they're located, but I know we have a couple mini bosses. You'd have better luck finding them online through online emulator play though.
