Counterpick rules

I'm sure this is posted somewhere, but my forum search did not turn up results.
Could anyone explain the character/stage counterpicking system employed in most tourneys.

The loser of the previous match chooses the stage. Then the winner is allowed to change his character. Then the loser is allowed to change his character.

Obviously the loser may not choose a banned stage.

Ya, and obviously the loser will want to pick a stage that is good for him, and bad for the opponent.

a dedede infinite stage cantb picked by a ddd but if the loser isnt ddd and picks a ddd level then its fine. its all about them both agreeing in this instance
