counter picking random

Am I allowed to counter pick random??? lets say my opponent chooses a character depending on what stage i choose (for example if i choose dream land he goes puff and if I choose Yoshi's he goes marth). picking random would force my opponent to pick a character without knowing what stage it would be and thus counter his strategy. Is this allowed in tournament play? I think i've seen people do it

It was a sort of unwritten rule in the EC.

I haven't seen it used very often in MW or WC though.

I'm unsure what happened to the rule, but I feel like when I last played the rule was gone.
