Could the Hori Battle Pad ever be used competitively?

Since the gamecube adapter is out of stock at the moment and it likely will be for a while, could the Hori Battle Pad (this thing: http://www.amazon.com/dp/B00ND0E5ZU...olid=J2B0F9DTUKVV&coliid=I2ZTYIPHF7KJA8&psc=1) ever be used in a tournament or competitively?

Not sure about the specifics of the Smash 4 tourney ruleset for controllers but I do know that controllers possessing a turbo function are typically banned,

It has turbo, therefor it cant be used typically.

I know arcade sticks generally have turbo and are allowed in fighting game tournaments, except not the turbo function itself. If turbo is disabled, what is the issue? People being sneaky?
