Could Shadow get upgraded to DLC?

I feel like Nintendo misled everyone with the Knuckles trophy and making us believe he had replaced Shadow. People are saying it was Sega but we may never know. I still think of demand is high enough they can upgrade him to a fighter with his own movset and Space Colony Arc stage. Ridley went from being a meme to being playable, I don’t see why Shadow can’t be an echo or have his own Choas Power movset?
