Costom moves at Evo

Since custom moves are now legal I wonder how that will work at Evo. Like do we just bring our 3ds handhelds and tranfer the moves from smash 3ds to the wii u consoles? Or are they all unlocked on all the wii u consoles? Either way I imagine it would be really tedious.
