Which is more useful for pikachu, C stick for tilts or C stick for smash when it comes to tourney level play and why? What are some pros and cons for each when playing pikachu specifically?

The thing about Pika is that he spends a lot of time in the air, so they both work for him the same way as far as aerial combat goes, i.e. being able to move in one direction and attack in another direction. Everything else comes down to preference. Some people with Tap Jump on like to offload Tilts to the Right Stick to avoid accidental jumping, and some people have trouble with tilts in general and use Right Stick Tilt for that.

Pika has a few tricks that can potentially benefit from the Right Stick, such as using Right Stick Tilt/Smash for SH AC Dair(1) or Right Stick Special for B-Reverse Thunder and turnaround Thunderjolt, but he hardly needs a Right Stick for his Advanced Shenanigans, in my opinion.
