They can't even do that because legally, they're not supposed to. To avoid getting a C&E, the PMBR are limiting their choice of new characters to those that Nintendo has already licensed for inclusion in Brawl. In other words, that restricts them to characters that already appear in the game in some way, such as trophies, assists, or stickers. And Chrono Trigger characters or info aren't found anywhere in Brawl, because duh, Chrono Trigger's owned by Square Enix, not Nintendo, and they had no permission to use the characters, like Sega and Konami let for Sonic and Snake.

If you want Chrono Trigger stuff in your game, it's your choice to texture hack the characters. There are probably Crono skins on Brawl Vault, but good luck finding them under the piles and piles of Ichigo, Sephiroth, and Cloud.

I guess it's harder to find nice things on Brawl Vault when you're looking for Nintendo related or nice recolors instead of Square-Enix stuff. I usually have a really hard time finding stuff for Ike, Pit, or Marth. I can't search for a few seconds for Peach, Samus, or Zelda/Sheik textures there without being inundated with nude/giant breast textures, which is both hilarious and mildly annoying when trying to find nice looking series related textures.

Practice using the Advanced Search. It's pretty simple once you get the hang of it.
