Charged Green Missle?

I've been trying to play around with Luigi lately and im having a bit of trouble using using his specials, side-b especially. Out of all the Luigi gameplay I've watched (PM and Melee) I've never seen anybody charge the green missle when used for horizontal recovery and sometimes they won't get enough distance to get to the ledge.

So is the Green Missle (for recovery) not a good option at all or what?

People generally don't charge it because it makes his already predictable recovery even worse. Just tapping side b and using fireballs to protect yourself from people coming out to edgeguard you is generally much better in my experience.
