Character SFX question

Now i've heard that we were able to hack the characters to where they can sound differently like Jigglypuff has the japenese sound effects and i heard that in order to do this we need to use wiiscrubber and i was thinking is there any other way except doing something illegal?
If you can help that'll be great thank you

its not like the police can see if you use wiiscrubber to replace a brsar file

ok true but it's always hard finding ISO's because there aren't a lot of ISO download links and i'm not sure if i can use my own disc
